The gazette system in its very substance is a mechanism stemmed from the virtues of the concept known as ”freedom of information”. From such a fundamental spirit and value, the design and performance of a gazette is not merely important for advocating the rights of information accessing but highly significant and vital, in terms of ”the rights to know” and the participation in public affairs for the people. For this article is largely focusing on the study of the lawful stance, function and enforcement carried by both state gazette systems of U.S.A and Canada, within which, observation and analysis will be remarking the mechanism for promoting public participation and procedures of rulemaking. Moreover, by discussing the actual performance of those two state gazettes, guidance and reference would also be provided in terms of further development and maturation of the gazette system in Taiwan.
