摘要

為落實地方自治及均衡區域發展，行政院於2001年起已就中央對地方補助制度作了多項變革，並要求中央各主管機關建立補助計畫及預算管理機制，以管控受補助單位落實各補助事項之執行。本文將探討計畫型補助制度推動至今產生的管理困境，並指出E化政府面對這些困境必須注意的發展重點。

In order to realize local autonomy and balance regional development, the Executive Yuan has reformed the system of central government subsides to local government since 2001. The innovations made to the system include requiring supervising agencies in central government to set up the project and budget management mechanism to control progress and implementation of the subsidized projects. This article discussed the problems occurred in the management and of the project-based subsidy system and to point out some important issues in E-governance.
