摘要

隨著全球化的進程，城市似乎已無法自外於全球的競爭。然而，究竟一個有競爭力的城市應具備哪些要素？而城市競爭力又該如何衡量？本文首先解釋為何城市成為國際競爭的軸心，並進一步分析不同定位的城市與其構成要素。此外，藉由對當前國家競爭力與城市競爭力指標之分析，本文初步將城市競爭力的指標內涵分為基礎要素與優勢要素，並主張城市競爭力指標的建構應包括此些要素。由於競爭力是一個相對的概念，因此本文亦認為在這些要素間，應建立互動的關聯性，並依據個別城市的特徵，以加權方式凸顯其競爭優勢。本文最後並對未來城市競爭力指標的建構，提供些許建議。

Cities have to be confronted by global competition in the face of globalization. Thus, how does one define the competitiveness of a city and how should it be measured? The objective of this article is to identify the factors for a city to develop into a core competitive one in the global society, while providing results as to how this can be achieved.
Based on the current national and city competitiveness index, the paper outlines the factors of city competitiveness, and reiterates the importance of establishing connections between them for constructing a flexible and interrelated index. Furthermore, more leverage should be given to the characteristics of a city so that its comparative advantages would be more notable. Finally, the paper also gives suggestions to how city competitiveness indexes can be constructed.
