摘要

本研究探討如何運用Web 2.0的概念，應用於新一代電子化政府的規劃與設計，以期透過大眾協作(Mass collaboration)方式，開創公民參與及公共設計政府服務內容的契機，促使政府之服務提供方式能重合乎民眾需求，政府與民眾能重方便的接觸與互動。本文藉由文獻探討及深度訪談方式，匯集相關資料進行SWOT分析，提出推動電子化政府在電子化服務中運用Web 2.0技術的策略與建議，以鼓勵政府與民眾共同參與在公共事務的設計與執行中，改變政府與民眾傳統的關係型態，發展出重具參與、互動、公開討論等民主特質的政府治理新模式。

This research aims to explore the popular Web 2.0 concepts behind the new web technology, and the strategy to facilitate its application on F-Government design and plan, so as to encourage the access of the public, interactions between the citizens and government as well as increase service efficiency to the populace. A higher willingness in the publics usage of electronic services will also result in more feedback from various angles, which would not only lead to qualities improvement in public services, but also help the government reinventing and pave the path to a new era of national E-Government. Currently, as the government's efforts in promoting electronic service and its functions rests mainly in using the WWW, as a medium to conduct services, this research will focus on the aforementioned and explore the widely used Web 2.0 tool, proposing a new mode of E-Government and governance.
