社區治安網絡政策風險管理與“安全治理”個案分析

摘要

隨著災害與危機不斷在現代社會產生，政府必須為災害防救與危機管理建立一種新秩序。而隨著政府治理因素的變遷，例如，私部門與非營利組織加入公共事務行列，政府與民間聯合行動的必要性，涉及民眾對風險之主客觀認知與官僚認知之差距等，有必要從不同的視野與途徑對政府危機管理與災害防救實務工作進行多面向研究與調查，以建立一套良好的規範指引。此外，在履行夥伴關係過程中，社區是「政府」的一部份，還是「非政府」？作為第三方政府的社區等非政府組織出現，標誌著傳統上「政府與非政府之間」、「公與私」之間的邊界開始模糊，「去邊界」時代－一個混淆不同類型組織界線的新時代正在到來(blurred organizational boundaries)。本文希望透過學理重新省視在社會治安議題上如何從社會公民、社區到社會如何建立與公部門彼此協力之機制。其次如何藉由社區與公部門彼此協力逐漸建立出目前多仰賴「他律」的氛圍轉換出「社會自律」的文明進程。最後再思考建構出超越現階段治安多倚賴「器械」的思考，重新建構以人際關係網絡為治安社區基礎的論述。研究方法採取「宏觀」和「微觀」實證觀察的途徑，雙重解構社區的網絡型態。一方面採取宏觀的角度，透過動態訪視及觀察繪製心智圖(mind-maping)呈現社區的基本屬性、互動模式及社區創意等層面，剖析社區治安發展的整體架構；另一方面採取微觀的角度，以社區焦點及專家圓桌座談方法，剖析社區成員的在營造安全過程「風險治理」的互動模式。

This paper focuses on interactive model of collaborative partnership for community safety. Research methods include quality approach that makes use of field participation and in-depth interview, and quantitative approach that makes use of social network analysis to provide community safety network interactive model.
In recent years, both the needs of social trends and environmental context have involved several dimensions, such as organizational culture and structure to increase public participation, and to raise the convened discussions of ”safe communities.” This research had been focusing on those communities including Neihu Community in Taipei City. The paper includes the introduction of community safety network policy risk management, the discussion of social network and public participation, and the case study of Neuhu Community. In the final chapter, the research will provide both immediate and middle-long term suggestion for policy alternatives.
