For many countries, innovation capabilities are seen as fundamentals for improving national competitiveness. The issue of S&T governance is recognized and discussed frequently in particular during the latest wave of governmental reform. Successful governance demands effective coordination and communication. The government must look for new, more collaborative governance models that entail working through networks rather than pure hierarchies. To ensure co-ordination and integration and achieve better governance, policy learning needs to be built into the whole cycle of policy making.
