China's third-generation leader Jiang Zemin had called for the establishment of a new concept of security in 1997, which focuses on enhancing trust through dialogue and promoting security through cooperation. In China's view, the core of such new security concept should include mutual trust, mutual benefit, equality and coordination. Hu Jintao, Jiang Zemin's successor, follows Jiang's policy and is a strong advocate of the new security concept. After Deng Xiaoping started reform and open-up policy, economic, social and national security transition happened rapidly throughout a quarter century. Therefore the motivation and deliberation of the new security concept called by Jiang and Hu are naturally different to Deng's. This research analyses Jiang and Hu's new security concept through economic and military approach in order to interpret their decision dilemma.
