探析中華民國的全民國防-從概念到決心

The Exploration of Total Defense Strategy in Republic of China-From a Concept to a Determination

摘要


中華民國政府播遷來台,總體戰爭的概念具體成為「全民(黨政軍)聯合作戰」概念,而至後來的全民國防概念。從此概念的演進發展過程中,展現岀全民國防從概念、戰略而至公民教育,乃至進而逐漸出現是一種全民防衛家園的決心新意涵。尤其中共於2001年4月28日通過「國防教育法」,以全民國防教育作為防備和抵抗侵略,制止武裝顛覆,保衛國家的主權、統一、領土完整和安全,對全體公民進行的一種具有特定目的和內容的教育活動。相較於我國於94年2月「全民國防教育法」實施後,如何藉由公民教育凝聚此決心,遂成為值得關注的議題。

Since ROC government withdraw from Mainland China, the total war concept has become the ”total people's (government, party and military) joint war” concept, and total defense concept. In the evolution process, the total defense has become as a concept, a strategy, a civil education, and even the people's determination to defense the homeland. Particularly, the Communist China enforced its ”National Defense Education Law” on April 28, 2001. This law intends to with a particular goal and through educational activities to prevent and against invasions, to stop armed subversions, and to defend national sovereignty, unification, territorial integration and security. Meanwhile, because the ROC government has also enforced the ”National Defense Education Law”, the issues will be how to through civil education to cohere people's determination to defend the homeland.
