中國大陸的國際關係研究與「中國學派」之倡議

摘要


「中國崛起」是近十多年來國際關係與政治所注目的焦點之一,中國大陸不但在軍事、政治、經濟或整體综合國力都有明顯的提升,還詴圖打破傳統上西方主導國際關係理論發展的局面。中國大陸學者正思考如何建構「具有中國特色」以及「中國學派」的國際關係理論,希望逐步落實2003年8月胡錦濤在中共中央政治局第七次集體學習會議上所強調的,學術界應該創造出具有「中國特色」、「中國風格」、「中國氣派」的文化成果。 建立「具有中國特色」的國際關係理論,中國大陸學者提出四種途徑,分別為學習西方的實證主義;借鑒馬克思、列寧、毛澤東與鄧小平的社會主義國際關係思想;以中國傳統東方文化為核心;學習「英國學派」等。 站在學術立場,我們很樂見「中國學派」的建立,因為能多一種提供分析問題的不同角度。然而,「學派不是自封」,必須正視建立「中國學派」所存在的問題,主要是缺乏一個明確的研究綱領,以及具代表性的學派人物。倘若這樣的問題未能為主張建立「中國學派」者克服,那麼「中國學派」將是一種口號、一種遙不可及的夢想。

The Rise of China has been a focus point among international relations and international politics in the past decade. Mainland China not only has obviously rapid growth in military, economic and political power, but also has been trying to break the situation that the Western country (U.S.) had dominated the development of international relations theory for a long time. Nowadays, Chinese scholars are thinking how to set up international relations theory with Chinese characteristics and a Chinese school, to fulfill what Hu Jinto said in 2003 that the Chinese scholars should create cultural achievements with Chinese characteristics. Regarding setting up international relations theory with Chinese characteristics, Chinese scholars consider there are four optional approaches, which include respectively 1. learning positivism, 2. based on the thought of Marx, Lenin, Mao Zedong, and Deng Xiaoping, 3. based on the core values of Chinese traditional culture, 4. and learning English school. In terms of academic community, we hope the establishment of Chinese school, which can provide us a different approach to analyze problems about international politics. During the forming process of Chinese school, however, those who declare for constructing Chinese school should have to face seriously some problems, such as lacking of a research programme and typical scholars. If they can not get over these difficulties, building a Chinese school will be a dream or slogan.
