習近平主政時期共軍政治工作初探

摘要

中共領導人習近平於2012年11月掌權至今，對共軍政治工作的指導、發展與實踐，時間雖短暫，但輪廓已具體成型，可作探索性的個案研究。故以文獻探討為方法，歸納分析現階段共軍政治工作之特點與影響，藉以提出可觀察的研究指標，提供知彼參考為目的。據此，歸納特點與影響為：充實共軍政治工作服務保證內涵，提供政治保證、精神動員和人才支援；強化共軍聽黨指揮的正當性與不可取代性，賡續為專政工具；現階段共軍政治工作向「實戰化」聚焦，為其首要任務；拓展「三戰」的影響力與直接作戰能量；深化非戰爭軍事行動政治工作功能，發揮「生命線」作用。準此以論，研擬後續可觀察的研究指標：認識共軍強軍目標與政治工作服務保證內涵是與時俱進的。共軍以「實戰化」消弭政治工作持續面臨的困境。體認共軍「三戰」能量的拓展，立基於平時，要收效於戰時，藉以爭奪話語權，影響受眾心理。以及共軍政治工作在非戰爭軍事行動中，扮演著戰力倍增器的橋樑。換言之，共軍政治工作之特點、影響與指標，是依據描述、解釋、歸納與分析後，提供未來必須關注的內涵與可研究的指標，俾供參考。

Since the Chinese Communist Party (CCP) leader Xi Jinping took over the power from November 2012 to date, he has already shaped a specific outline for guiding, developing and practicing the political work of People's Liberation Army (PLA), which can be used for exploratory case studies. Therefore, I'd like to go through the process of exploring the literature to summarize and analyze the characteristics and effects of the political work of PLA at this stage, in order to develop observable indicators for the purpose of understanding the enemy's situation. Accordingly, I induce the characteristics and impacts as follows: to enrich the connotation of service assurances for the political work of PLA, to provide political guarantee, spiritual mobilization and personnel recruitment; to strengthen the legitimacy and irreplaceable nature of obeying the command of the party, which makes the PLA the tool for dictatorship; At this stage, the political work of PLA focuses on the ＂real combat＂ dimension, which is its primary task; to expand influence and capability of the ＂three war＂ for real combat; to deepen the function of political work for military operations other than war, in order to develop ＂lifeline＂ effect. Based on the above, I investigate the observable indicator for follow-up studies: recognizing the goal of strong army and the connotation of political work service assurance are keeping pace with times. The PLA uses the concept of ＂real combat＂ to eliminate difficulties of carrying on political work. To understand that PLA tries to expand the ＂three wars＂ capability, set the foundation in peacetime and wish it can bear fruit in wartime, in order to seize the right of interpretation and to influence the mental reaction of the audience. In addition, during the military operations other than war, the political work of the PLA plays a role as the bridge of military strength multiplier. In other words, the features, influence and index of the PLA political work mentioned above are based on description, explanation, induction and analysis, and all the connotation and indicators provided are references for future research.
