大數據用於涉軍輿情分析模型建構初探

A Study on Analyzing Military News by Big Data

摘要


「網路輿情」如同海水一般,可以載舟也可覆舟,對應到國軍,網路輿情可以做為快速傳散全民國防理念及其他國防政策的推展工具,相反地,敵人亦可藉由網際網路與社群媒體的傳散特性,誘導我國內輿情環境,擴大政府與社會或是軍隊與人民之間的矛盾與衝突,削弱我國軍事武力、精神戰力、敵我意識、綜合國力乃至我國的國家安全。本研究結合大數據作為分析工具,嘗試建構一套適用於國軍輿情分析單位的「涉軍輿情觀測作業模式」,此作業模式同時結合國軍輿情觀測需求、大數據功能與輿情分析邏輯三個要素,以利有關單位能透過此模式即時而有效地擬定可靠的輿情經營策略、目標對象經營策略及溝通主軸,供決策者參考運用。

Internet public opinion is like the water that bears the boat and at the same time swallows it up. For the R.O.C. military, the Internet public opinion could be the effective tool of spreading all-out defense conception and defense policies. On the contrary, the opponent may also optimize our public opinion environment, create conflicts and contradiction among communities, the military and the government, decrease the morale and distort the understanding of enemy, damage the national interests and security. The study takes "OpView" as public opinion analysis tool and tries to set an analysis process for observations on public opinion related to the military. This process includes three elements, the need of military public opinion observation, the capability of big data and the logic of public opinion analysis. The goal of this process is to help staff members to set up reliable strategies of dealing with public opinion, managing target audience and setting communication themes to support commanders' decisions making.
