摘要

本文目的在於呈現中共一帶一路的戰略思維接受中華文化傳統的經典內涵，受歷史的責任啟發和實現中國夢的需要。中共認為其一帶一路戰略的佈局是周延的、多層次、多方位的；戰略佈局的思維主軸則是和諧、包容、互利、共赢的共生共在；打破中心－邊陲的現實，搭建發達國家和發展中國家的合作平台，建構多邊合作環境。但中共此完美的戰略布局，仍不免引起周邊國家疑慮及恐懼。

This paper tries to present ＂One Belt and One Road＂(OBAOR) strategic thinking produced from the classics of Chinese culture connotation, inspired by the historical responsibility and designed to carry out the need of the Chinese Dream. Layout of the OBAOR strategy is comprehensive, multi-level and multi-directional. The axis of the strategic thought is harmonious, tolerant, mutual beneficial and the win-win symbiotic as well as breaking the center-edge of reality, constructing a platform of cooperation between developed and developing countries, and a multilateral cooperative environment. However, China's perfect deployment will induce the fears and worries of nearby countries.
