國防大學政戰學院非學分課程之職能導向初探

An Preliminary Exploratory about Competency-Based Orientation of Non-credit Curricula of the FHK College of the National Defense University

摘要


根據國防大學政戰學院相關規定,顯示非學分課程對政戰初官人才培育具有重要影響。然而,軍官養成教育的相關研究中,有關非學分課程架構之理論基礎的探討,甚付闕如,尤其在國軍「為用而育」的教育政策下,軍官養成教育該如何透過非學分課程,以提升軍校育才與部隊用才的連結,值得重視。本文主旨就在於論述政戰學院非學分課程對軍官養成教育的特殊意義,並探討非學分課程架構的理論基礎,以及從職能觀點探討非學分課程該如何發揮培育功能。在論述上,首先說明初官人才培育應該重視職能觀點的理由,並針對政戰官科說明初官職能及其中構面之一的核心職能的意涵,希望能夠為非學分課程的教育功能奠定理論基礎。其次,從軍人職業及工作場域的特殊性,論述政戰初官養成為何需要設置非學分課程。接著,論述初官培育的養成環境和校園文化結合初官職場特性,對正式課程和非正式課程達成國軍「為用而育」政策的重要意義。最後,參考職能導向課程相關文獻,就職能導向課程如何應用在政戰學院非學分課程上,綜整為四項規畫重點,分別是:1.課程目標與多元性職能內涵。2.以實務技能為主的課程模組。3.以政戰初官職場特性作為課程規劃藍圖。4.重視學習成效評量。

In accordance with the relevant regulations of the FHK College of the National Defense University, it is shown that non-credit curricula have an important influence on cultivating the Political Warfare offers' talents. However, there is still a lack of research on the theoretical basis of non-credit curriculum structure in the military education. Under the military's policy "education for use," it is worth exploring how to use non-credit courses for officer education to enhance the link between military school education and demands of troops. The main purpose of this paper was to discuss the meaning of the non-credit curricula of the FHK College to military officer development education, explore the theoretical basis of non-credit course structure, and examine non-credit courses' cultivation functions from the perspective of competence. This paper theoretically discussed how to make non-credit curriculum planning to be a competency-based program.
