花蓮地區露天石礦開採與環境影響之分析研究

Analysis of the Open-Pit Mining and Its Impact on Environment in Haulian Area

摘要


本研究之目的在探討露天石礦開發與花蓮地區重要環境參數間之計量對應關係,並推測本區礦業進一步開發時對上述環境參數可能造成之影響。經由分析指出,本區礦業開發規模擴大時:(1)蘇花公路沿線道路噪音增量估計將低於1 dB(A),(2)懸浮微粒於缺乏適當規畫或氣象條件不良時,可能對下風處造成汚染,(3)採礦作業對河川水質影響輕微,(4)岩石爆破震動相關之影響不大,及(5)石材石礦之廢土石堆置、交通沿線大型原料石礦之景觀問題、及坡地植生技術仍須努力克服。本研究提出改善現有狀況之初步建議與作法,並發展分析採礦與環境影響計量之軟體可供業者參考。

The purposes of this study include: (1) investigating and measuring the current situations of important environmental parameters as related to open-pit mining operations, (2) analyzing and quantifying the relationship of environmental issues with respect to mining, and (3) predicting the environmental impact on the assumption of further development of mining industry in the Hawlian area. In case that the mining industry is enlarged in scale in Hawlian, the results of this study showed: (1) noise level along East coast roadway will increase less than 1 dB(A),(2) suspended solids tend to cause trouble in some of the down wind mine areas especially under unfavorable weather conditions, (3) water qualities of Eastern Taiwan rivers might be slighly influenced by the mining activities, (4) ground vibration caused by blasting will be restricted in mines, and (5) overburden disposal of small stone quarries along He-Pin river, visual impact of some big industrial mineral quarries along transportation lines, and reclamation techniqnes of hillslope still tend to cause trouble which need to be addressed as soon as possible. Some of the methods and procedures to ease the severity of the environmental issues on mining are proposed in the end. Software on the analysis of some of the environmental features and mining operations are also developed which can be applied by the industry.
