摘要

天然資源是人類所賴以維生與進化之必需品。它包涵空氣、水、土地、礦物、農林與海洋等。天然資源是定量的，而不是取之不盡、用之不竭，故資源的保持與資源的持續利用便成為資源經營與管理的重要目標。資源經營的決策需經通確定目標、確認開發區與限制區、選擇資源利用之最佳方案、及執行既定的決策等四個步驟。從事資源經營決策需先具備充分的基本資料，包括自然條件、人文條件、社經條件及法規等四大類。資源經營需採取綜合管理的策略，不宜各自為政而引發資源的不合理利用，故建議成立一個資源資訊與規劃中心，以從事資料蒐集、分析與資源規劃等各類腦力作業，其成果可作為决策參考，並使有限資源得以合理分配與永續利用。

An environmentally acceptable view on the decision-making of nataral resources management must involve: (1) Conservation of natural resources that provide sustained yield, (2) Preservation of those areas that contain unique ecological, historical, scenic, and scientific value, (3) Utilization of resources necessary to life - supporting. Resources planners should incorporate current and accurate resources information and environmental factors in their planning processes. The value of an integrative approach to resources manangement has been recognized. Therefore, the establishment of a National Resources Information and Planning Center to conduct comprehensive and integrative resources planning is suggested, if the resources will be utilized effectively and conservatively.
