GPS/GIS/RS應用於921集集地震災區崩塌地治理工程資料庫系統之建置研究

GPS/GIS/RS Integrated Technology Applied to the Establishment of Landslide Database System for the Chi-Chi Earthquake Disaster Area in Central Taiwan

摘要


921地震後,重建災區又歷經桃芝、納莉與利奇馬等多次颱風豪雨侵襲,各項崩塌地與土石流防治工程措施再度遭受損毀,並誘發二次土砂災害,明顯阻礙重建工作之推展,危及災區居民安全。有鑑於此,故本研究乃以GPS/GIS/RS整合技術對重建區之各項土砂災害防治工程進行現況調查,並予以建檔分析,終至整合相關野外調查成果與災區環境基本資料,據以建立重建區之崩塌地治理工程資料庫系統,並將該系統與全球資訊網(WWW)建立介面鍵結功能,俾期提供重建區內各項崩塌地治理工程規劃設計資訊與其地工災害資料庫展示功能查詢,以俾提供後續各項重建工程推動方案研擬之參考。

High intensity rainfall and weak geological formation in central Taiwan have been recognized as factors which are contributed to the landslide & runoff erosion. They were identified as major detrimental factors governing the debris flow in the watershed after Chi-Chi earthquake. Human lives, public facilities and landslide control engineering structures were totally damaged by the disasters of sedimentation resulted from debris flow and landslide. The integration of GPS/GIS/RS technology was applied to establishing the landslide disaster database system for this research. This database system can be expected to provide an interactive bridge to share with disaster information through the database searching function and World Wide Web (WWW) network in the nearly future. This system can also be utilized to control and monitor the progress of reconstruction & reclamation projects which were executed at disaster areas and to modify the rehabilitation projects regarding to the future sediment disaster mitigation in central Taiwan.
