台灣永續能源發展策略芻議

摘要

台灣之永續發展在21世紀減碳及能源領域將面臨嚴峻之挑戰，作者檢討我國之處境及貿易立國之需要，並盤點我國擁有減碳及再生能源資源之潛力後，嘗試提出滿足我國永續發展之能源策略構想，其策略包括：1.建置低碳能源交易體系、打造低碳製造環境，確保我國於低碳及高價能源世代之競爭力；2.開發我國龐大地質封存潛能，推動淨煤製氣、淨煤化工、淨煤煉油及淨煤發電之相關新興產業；3.積極開發我國再生能源潛能，設定每年增加1%初級能源之國家目標，提升國家能源安全；4.核能選項有助於提升我國能源安全，以令人感動之行動替代堅定之口頭保證挽回民眾信心；5.須儘早著手規劃及佈局次世代再生能源之基礎建設及產業。

The sustainability of Taiwan in the 21st century, will face tough challenges in the area of carbon abatement as well as high energy price, the authors review the situations and the needs of trade for the country，and investigate the potential of the country's resources in the area of carbon abatement and renewable energy, try to propose the following strategies to match the requirements of country's sustainability: 1. Establishing the trade system of low carbon energy as well as the environment of low carbon footprint for manufactures for ensuring the competitiveness in the era of low-carbon and high energy price 2. Developing the huge geological storage potential of CO2, promoting the projects of coal to gas/chemical/liquid with CO2 capture and sequestration. 3. Actively developing the potential of renewable energy, setting an target with annual increase of 1% of the national primary energy 4. Nuclear option can improve the national energy security, conducting the impressive actions in state of the firm verbal assurances shall be the inevitable way to restore public confidence 5. Planning and deploying the infrastructure and industry of the next generation of renewable energy shall be started as soon as possible
