災後都會區農產物質配送決策支援系統之建構與研究－以台中市災區為例

摘要

本文所指之「災後」是指「地震後」，「農產物質」是指蔬菜、水果、肉類、魚類等農產品。921地震後，喚起國人對緊急救難決策支援系統的重視，而本文建構之農產物質配送決策支援系統即是屬其中的一個子項。透過災害評估函數的建立，而以果菜批發市場為配送決策點與農產物質配送出發點，並以各警察分局作為農產物質配送的目的地，利用VBA軟體關發出此一輔助決策工具。最後，本文以台中市為假設發生地震之地點，以說明此輔助決策工具的運作過程與結果。盼藉由本文發表，使國人更重視軟體工具對國家建設的影響。

In this paper, disaster means damages caused by earthquakes and agricultural products mean vegetables, fruit, meat and fish. After the shocking earthquakes on 9/21/1999, the decision support system for emergency event catches the public's attention, tightly. In this paper, a logistics decision support system for agricultural products in urban area after disaster is established. By using disaster evaluation function, setting wholesale vegetable-fruit markets as the origins of distribution, and setting police stations as the destination of distribution, a decision support system is established by VBA software. Finally, we use Taichung City as an example to demonstrate how this logistic decision support system runs. We hope that people will pay more attention to the importance of software engineering by publishing this paper.
