農村再生社區執行問題與社區能力之分析研究

摘要

社區是經過長時間自然形成的群居聚落，面對現今社會快速變遷，在地居民生活的需求和期待，也牽動著社區整體的發展。社區發展目標不同，所遇到的發展問題也有所不同，在各方面執行的能力也有所差異。在社區實際運作的過程中，常常會遇到問題或困難，有些社區具有此方面能力經驗可以克服；但有些社區因能力不足，無法解決問題，這也成為社區未來發展最大問題之所在。本研究以台中市46個農村再生社區作為觀察對象，以深度訪談和參與觀察的方式，爬梳農再社區執行農村再生計畫所遭遇的執行問題，並進一步地透過社區能力：組織力、執行力、導入力、凝聚力及永續力等五大面向來分析執行現況，據以提出政策建議。研究結果發現，「補助經費配額有限、自籌經費來源不足」、「人口老化、年輕人力未能回流」、「活動企劃經驗及電腦操作能力不足」、「居民生活忙碌、缺乏合作共識」、「資源分配不均」為農再社區常見的五大執行問題。相對應地，有關單位應可運用「組織分工結合計畫資源，聚焦社區發展願景」、「跨社區尋求文書人才，打造地方執行力」、「整合社區內部組織資源，導入財務新泉源」、「運用計畫資源擴大社區網絡，營造社區凝聚力」、「以地方創生提升永續力，克服人力資源不足問題」等方法來對症下藥，提升農村再生計畫執行之效能，打造永續發展的富麗農村。

Community is a group settlement that has been naturally formed over a long period. Facing the society is changed rapidly nowadays, the community's development has been affected by resident's expectations and demand. When the community development goals are different, the problems are also different, and ability to perform in all aspects also different. In the process of the actual operation of the community, often encounter problems or difficulties. Some communities have the ability to overcome these problems, but some communities cannot solve these problems because they are lack of ability, this problem will stop community development in the future. However, this study explores the problems of rural community organizations in the development process after rural rejuvenation plan. This study analyzes the community's ability with the theory of organizational, executive, import, cohesive and sustainability, respondents are the main performers of rural regeneration communities in Taichung City. The results of the study were found that ＂lack of community cohesion,＂ ＂the population is aging, the youth is outflowing,＂ ＂land use consent is not easy to obtain, ＂ and ＂the community lacks the human resources to write the planning report＂ with in-depth interviews. Above problems seriously affect Rural Rejuvenation plan's strength and progress. For this reason, this study finds out the main problems encountered in the implementation process, and put practical suggestions for the influencing factors to provide suggestions and development direction for rural communities in Taichung City, hope to provide assistance for the improvement of the rural community.
