Equilibrium mean charges of ions, q, emerging from a carbon foil have recently been found to oscillate as a function of atomic number, Z1 of the incident ions. Firstly, this phenomenon is discussed for the purpose of fmding the origin of the oscillation. It is shown that the shell structure of ions is strongly correlated with the Z1 -oscillation of q. Secondly, an attempt is made to clarify the relationship between the Z1-and Z2-oscillation of q of energetic ions, where Z2 is the atomic number of the target species and the phenomenon of Z2-oscillation of q is already known. Thirdly, stimulated by the finding of the Z1-oscillation of q, the scaling work for the evaluation of equilibrium charge fractions has been reconsidered. A new procedure to predict the charge fractions of ions in carbon foils' is shown by taking the Z1-oscillation of q into account.
