A Test of the Fizeau Type for the Magnetic Model of Light in Moving Media

The magnetic model of light propagation in moving media implies that the phase velocity of the wave is affected by the flow u, but the momentum of particles (photons) is not. A non-interferometric experiment of the Fizeau type can test the magnetic model and measure the speed of photons in a moving media. In principle, the proposed experiment can be transposed for similar tests of particles arising from Aharonov-Bohm type of effects.
