摘要

本研究以墾丁社頂部落生態旅遊的發展過程為例，應用社會網絡分析法與內容分析法以相關的社區會議紀錄為材料，探討部落共識的凝聚。從所得的社會網絡指標中發現，社區成員參與的討論會依討論的議題呈現不同的起伏。研究也顯示社區居民在會議中會熱列討論切身相關的議題，卻常無法融入社區發展的專業問題討論。因此，在社區發展的過程中，專業輔導人員扮演重要的溝通與控管角色。本研究結果顯示，社區生態旅遊的發展，需有具體可行且持續的做法，以引導居民配合進行相關工作，避免居民參與熱誠降低，逐步建立居民的共識與工作默契，順利達成社區生態旅遊的目標。

This study observes the process for Shirding community to develop ecotourism using the social network analysis and the content analysis. Results show social network indexes are changeable according to the discussion issues. Community members concern issues which are closely related with their benefits. However, problems which need professional discussion can not attract their attention. Therefore, professional consultants play important roles for communication and process control. Furthermore, it required concrete targets and methods to induce community members doing the right thing and avoid the abatement of their enthusiasm so as to achieve goals of community ecotourism.
