This study observes the process for Shirding community to develop ecotourism using the social network analysis and the content analysis. Results show social network indexes are changeable according to the discussion issues. Community members concern issues which are closely related with their benefits. However, problems which need professional discussion can not attract their attention. Therefore, professional consultants play important roles for communication and process control. Furthermore, it required concrete targets and methods to induce community members doing the right thing and avoid the abatement of their enthusiasm so as to achieve goals of community ecotourism.
