With economic growth and changing social patterns, recreation activity has become a vital part to satisfy the people spiritual needs in Taiwan. Combining economy, culture, art, recreation and lifestyle, developing Hakka cultural and tourist industry is an important method to facilitate local economic development. Distinct local hakka cultural economic values and industries are substantiated by grasping future recreational trends, integrating cultural resources and fortifying local economic strength. The purpose of this study is to scrutinize elements of the Lio-Dwe Area with respect to cultural-tourism by conducting participatory local appraisal and field survey. Subsequently, using Fuzzy Delphi method, their strategic factors are identified. Finally, satisfactory analysis was conducted to construct new thinkings of humanity, culture, geography, landscape and industry for sustainable strategies of Lio-dwe area hakka cultural and tourism development.
