新北市中和公園樹木風險評估研究

RISK ASSESSMENT OF TREES IN THE ZHONGHE PARK OF NEW TAIPEI CITY

摘要


都市林為城市綠資源的重要指標,具有景觀、生態、療癒、降噪、淨化空氣、防災、減災及文化教育等各項功能與效益。然而,當樹木與人共存於同一環境時,必然會產生一定之公共安全風險,樹木風險管理之目標即在於保持風險與效益的平衡,並將風險控制在管理者與民眾可接受之水平範圍內。本研究旨在運用國際樹藝協會(International Society of Arboriculture, ISA)的樹木風險評估指南,建立都市樹木風險評估與管理的示範案例。研究區域位於新北市中和公園,調查時間為2020年5-10月份,以目視樹木評估法(Visual Tree Assessment, VTA)針對標的、樹木缺陷及塌壞後果進行系統性與一致性的檢查程序,並於2021年2月至4月份完成資料複核,共計調查1,816株樹木。此外,本研究亦根據不同標的將生育地進行風險分區並製作風險地圖,以利後續監測管理。研究結果顯示,計有141株樹木被評為高度風險,應儘快進行緩解處理;326株樹木被評為中度風險,可視預算、工作期程或季節進行減輕風險作業,或與剩餘之1,349株低度風險樹木一併進行保留與監測。樹種多樣性部分,調查之樹木中,依科、屬、種之順序最多者分別為薔薇科(Rosaceae)佔15.75%、李屬(Prunus)佔15.64%、山櫻花(Prunus campanulata)佔10.13%,此現象與國人喜愛種植櫻花有關。本研究所得結果可作為未來都市樹木風險評估與管理之參考。

The Urban Forest, as an important indicator of urban green resource, contains various functions and benefits for landscape, ecology, therapy, noise reduction, air purification, cultural spirit, as well as disaster preparedness and reduction. However, when trees and humans coexist in the same environment, there will inevitably cause public risks to a certain extent. The objective of tree risk management is to keep the balance between risk and benefits, and to manage the rick within acceptable level by the manager and the public. The purpose of this study is to establish an exemplified tree risk assessment case in Taiwan based on the guidelines proposed by the International Society of Arboriculture (ISA). The study site is located in Zhonghe Park, New Taipei City, and was surveyed from May to October, 2020. We systematically and consistently examine 1,816 target trees for their defects and consequences of degradation by visual tree assessment (VTA). Data were further verified from February to April, 2021. In addition, we divided the habitat into different risk zones, and maps were drawn for follow-up monitoring and management. The results identified 141 high risk trees that should be mitigated immediately, 326 trees were identified as moderate risk that could be mitigated depending on the budget, work schedule or seasons, the remaining 1,349 trees were identified as low-risk. Species diversity of the trees showed 15.75% were of the Rosaceae family, 15.64% were of the Prunus genus, and 10.13% were the species Prunus campanulata. This result reflects the affection of Taiwanese toward the cherry tree. This study provides a reference for risk assessment and management of urban trees in the future.
