臺北市中山區鄰里公園環境改造機制 與成效之研究

A Study on Neighborhood Park Environmental Remodling Mechanism and Effects of Zhong-shan District in Taipei City

摘要

自八十八年七月起臺北市政府民政局推動「社區環境改造計畫－鄰里公園環境改造」至今，已邁入第五年，回顧過去，鄰里公園環境改造的「量」，已逐年的增加，而「質」的提昇則有待進一步檢視。本文以「鄰里公園環境改造」為研究對象，中山區為範圍，透過文獻回顧、訪談與案例研究等方法，探討公部門、專業者與市民三者間的互動關係，與本計畫執行機制及現況成效，進而發掘其中的問題及改進方向，作為日後「鄰里公園」改造借鏡。
此計畫，擺脫傳統公部門與專業者主導的窼舊，強調環境改造應由民眾發動。這種「由下而上」的草根社區營造方式，在執行過程與經驗中，也產生相當多的問題，包括：（一）公部門的經費有限，老舊的空間改造緩不濟急；（二）區公所在操作機制中，其功能與基本專業能力不容忽視；（三）專業者套裝式設計內容，喪失社區營造之意義；（四）社區規劃師因成本考量，未形成社區改造的動力；（五）徒具形式的活動，未能提供社區營造經驗的交流與傳承；（六）政治生態影響社區意識的凝聚，與公園改造的推動；以及（七）社區後續維護管理人力投入不足，影響公園的永續發展等。

Since 1999，July，the Bureau of Civil Affairs of Taipei have been promoting the 「Neighborhood Park Remoding Plan 」which is part of the「Community Environmental Remodling Plan 」Retrospecting the past five years，many have been processed，yet the essential must be discussed thoroughly .This essay discusses the 「Neighborhood Park Remodling Plan 」of the Zhong-shan District . Through document reviewing ，interviewing and individual case study ，we see about the interactions between public officials ，specialists and citizens . How it is processed，the progresses that have been made ，and the ways that might be useful are also revealed in this essay.
This remodling plan unlike，traditionally is instead of the public office or specialists. Many problems have been found during this「down to up」proceeding，including：low budget from the old fakes too much time ,the professional ability of the public office is never neglect able ,the designing from specialists sometimes comes out in a similar pattern which then doesn’t match the rebuilding goal, lack of motivation caused by low budget ,community activities many be held yet finding experiences quiet hard passing on ,political stand affecting the cooperation between neighbors ,problems of subsequent management.
