Following the model of panel data of Battese and Coelli (1995), the stochastic production from tier model has been used n this analysis. The panel data of 158 agricultural cooperatives in Taiwan from 2000 to 2002 and the maximum likehood estimation method was used to estimate the impact of Hakka Community on the productivity of agricultural cooperatives and inefficiency index of individual agricultural cooperative. The differences between Hakka and Non-hakka Commucity, and the relations between inefficiency index and profits of individual agricultural cooperative were also evaluated in this study. The results have show that agricultural cooperatives of Hakka Community have the cost efficiency of management. They indeed affect the management profits. The possible reason is the effect of their organizational culture and united cooperation. If every agricultural cooperative could promote its technical efficiency, the whole profits might be improved. At last, productivity and competition could be could be enhanced.
