摘要

自從一九九二年以來，中俄戰略夥伴關係誠如雙方官方所描述的一樣，已有快速的進展。中俄關係目前代表中共想與其他國家，尤其是西方國家，建構的一種關係模式，這在七年前幾乎是高度不可能的。北京與莫斯科正利用雙方緊密的聯繫作為對華盛頓的談判籌碼。政治團結、經濟互賴及戰略協作夥伴關係對雙方必定有利。

Since 1992 China and Russia have made rapid progress towards a “strategic partnership,” Sino-Russian relations now represent a model of the relationships which China could develop with other states, especially those in the West. Yet, only seven years ago such a prospect seemed highly unlikely. Beijing and Moscow are using their close ties as a bargaining chip vis-a-vis Washington. Political solidarity, economic interdependence, and a strategic cooperation partnership would appear to be beneficial to both partners.
