摘要

東協國家APEC政策深受國際體系、區域互賴關係及國內政經三個互動因素的影響。一般觀察家在分析東協國家的APEC政策時，皆強調金融危機的影響，認為風暴發生後，每一個東協國家在受衝擊之餘，自顧不暇，在凝聚東協成員之間的APEC向心力上，自然受到波及。然而事實上，除了金融危機的衝擊外，區域內各國國內政治因素及互動關係等，皆與東協國家在金融危機後無法如同以往在APEC會議中發揮其團結制衡力量的現象息息相關。就國際體系而言，自由主義與全球化仍是當今一股無法抵擋的潮流，APEC會議項下的各工作小組，仍是東協國家必須致力參與的重要區域經濟活動，然而就目前區域政治的糾紛與各國國內的政經因素而言，未來東協國家在APEC中的合作力量將面臨著相當大的挑戰。

ASEAN as a whole has helped bring about many of APEC's successes, including the APEC secretariat in Singapore, the Bogor Declaration, and the Manila Action Plan for APEC. This paper attempts to explain the reasons why ASEAN countries participate in APEC and to analyze the role ASEAN has played in APEC since the councils’ formation. The main argument is that global economics, regional interaction, and domestic politics have all affected ASEAN’s role in APEC.
