摘要

「亞歐會議」(Asia-Europe Meeting, ASEM)是後冷戰時期的產物，和全球其他區域間論壇的差別在於：它涉及經濟、政治、科技、安全、文化和文明等領域的廣泛對話與合作。這篇論文是把亞歐會議當做楔子，期望從「區域間主義」(Inter-Regionalism)的概念及其發展現況，進而論述和檢視區域間主義對次國家和超國家角色的潛在影響。
論文的第一部份介紹區域主義研究的現況，釐清區域間主義對國際關係互動的影響，並探討它究竟是唯一選項或具多選擇道路；第二部份試圖從經驗研究和國際關係理論學派的觀點去解析區域間主義，同時解釋區域間主義和跨區域主義(Trans-Regionalism)的不同點；第三部份則從區域間主義的三項關鍵（機構角色、認同建立和論述）去解析亞歐會議的發展困境。結論部份試圖勾勒出區域間主義的遠景。

The Asia-Europe Meeting (ASEM) is a product of the post-cold war period. Unlike other arrangements, ASEM's agenda covers a wide range of economic, political, scientific, security, cultural and civilized issues. This paper sets out to provide an explanatory framework for understanding the concepts of inter-regionalism and its novel form of contemporary interaction, through an assessment of the case study of the ASEM. It aims to illustrate and examine the potential influence of inter- regionalism upon sub-state and supra-state actors.
The first section introduces various key approaches to the study of regions and offers possible interpretations for examining inter-regionalism as a unique and alternative path for international exchange. Section two explores the phenomenon of inter-regionalism from empirical as well as theoretical perspectives, also examining the difference between inter-regionalism and trans-regionalism. Section three looks at three key issues of inter-regionalism, namely, the role of institutions, identity-building, and discourse. The concluding section will attempt to portray prospects for inter-regionalism.
