圖書館的人力資源管理

摘要


人力資源是指被組織雇用的「人」,人力資源與組織中其他二種資源-財與物資源(Financial & Physical Resources)同等重要。所謂人力資源發展是指為提高組織效能,有效達成組織的目標,並促進組織成員個人智能之增進及工作事業生涯之發展,經由組織的安排,透過有計畫的學習活動,達到成員行為的改變。公務體系如果能依照各類型機關組織的特性及層級和公務員本身主客觀的條件,使得公務員都能逐步透過事業生涯管理及發展。(1)澄清自我的價值,檢討是否適合在公務體系中發展。(2)發展公務生涯,透過組織整體的事業生涯管理(career managemant)及個人的事業生涯規劃(career planning),不斷地評估調整自我盲點,改變行為的缺失,克服內外在的障礙。(3)適當地整合自我、工作及家庭發展,形成三位一體緊密相扣,自然可減少工作的壓力,進而得到內外在事業的滿足及提昇創造力及生產力。(4)依事業生涯發展階段在三十歲左右,軌必須確定自己的事業之錨,認同公務體系的價值全心投入公務生涯的發展;否則就要趁早離職,以免機關組織及個人雙受其害。(5)透過訓練、教育及發展積極地發展自我潛在的能力,積極進取任運自在開拓美好圓滿的人生。

The human resources development means to achive organizational goals efficiently and effectively by helping the employees to enhance their abilities through well planning activites. Every government system should built its own human resources development plan according to organizational specializations to help employee form his caveer planning. The plan should can help the officers to (1) Clear personal value for being working in the government system (2) Evaluate and adjust personal behavior through organizational career management and personal career planning.(3) Balance the relationship among personal, worleing and family to reduce the presure and arouse the creativeness and productiveness (4) Built personal governemnt career planning or chang career planning (5) Develop potential abilities through training and education to create better life.
