In recent years, governments worldwide have been actively promoting volunteer services. Since promulgation of the 2001 Volunteer Service Act in Taiwan, the number of volunteers in Taiwan has increased annually, enabling public libraries to provide patrons with more satisfactory services. After acquiring volunteers, public libraries must conduct volunteer management related to recruitment, training, supervision, deployment, counseling, and assessment. This study stated the reasons for public libraries to recruit volunteers, the types of library volunteers, the items and content involved in volunteer management systems, and possible problems arising from having to supervise volunteer. Finally, the conclusions of this study are presented to provide a reference for libraries implementing volunteer management programs.
