淺談公共圖書館志工人力資源管理

Human Resource Management for Volunteers in Public Libraries

摘要


近年世界各國政府均積極推展志願服務,臺灣亦於2001年通過「志願服務法」,參與志願服務人數逐年成長。公共圖書館亦因志工人力資源的加入,得以提供讀者更完善的服務。公共圖書館開發志工人力資源後,必須進行志工管理工作,包括招募、訓練、管理、運用、輔導及考核。文中陳述公共圖書館運用志工之理由、圖書館志工類型、志工管理制度涵蓋項目及內容、志工管理可能產生之問題,最後,提出結論以茲參考。

In recent years, governments worldwide have been actively promoting volunteer services. Since promulgation of the 2001 Volunteer Service Act in Taiwan, the number of volunteers in Taiwan has increased annually, enabling public libraries to provide patrons with more satisfactory services. After acquiring volunteers, public libraries must conduct volunteer management related to recruitment, training, supervision, deployment, counseling, and assessment. This study stated the reasons for public libraries to recruit volunteers, the types of library volunteers, the items and content involved in volunteer management systems, and possible problems arising from having to supervise volunteer. Finally, the conclusions of this study are presented to provide a reference for libraries implementing volunteer management programs.
