芬蘭政府為保障視覺障礙者之學習權利，設立了國立芬蘭視障圖書館，本文介紹該館的設立背景、服務對象、館藏政策、服務項目及其在點字書、有聲書、觸摸書之製作情形，期能為國內從事視障圖書資訊服務之同道，提供參考資料。

The Finnish Library for the Visually Impaired is a government-financed special library which serves the whole of Finland. It produces and lends Braille books, talking books, electronic books and other specie material. This article introduces the brief history, clients, collection policies, services and professions production of talking and Braille books of the Library.
