The information society has been formed along with the development of information and communication technology. The online information resources are renewed all the time, so the life of knowledge is shortened day by day. We must keep on absorbing new information for the needs of work and living. Therefore, it becomes a key issue on community education and lifelong learning that public libraries are important sites of promoting people's web-based learning.Accordingly, this article first explains the meanings of information society and web-based learning. Secondly, it discusses the functions of web-based learning, and then indicates the relationship between public libraries and community education. Meanwhile, some examples of public libraries' developing community web-based learning are given. Lastly, for practicing the e-era community education and establishing a learning society, the practicable strategies of promoting people's web-based learning are offered.
