摘要

本篇論文採行政計畫法研究途徑討論公共出借權在國立公共圖書館事業創新經營上的運用，文章內容涵蓋歷史性起源、補償金認定標準暨登記作業手續，由於公共出借權涉及圖書、出版的有機整合，所以作者引介如何有效利用立法技術，期使二十一世紀之臺灣圖書館界可藉此操持公共圖書館此一終身學習的民眾大學。
