軍人加入全民健康保險的態度與意願之先驅調查研究

軍人肩負保家衛國的重責大任，因此確保國軍官兵健康是維繫國家戰力的有力保證，國軍官兵所應享有之醫療權益自不應亞於一般國民，其健康尤應獲致最佳的保障。然而全民健保自規劃、立法、以至實施等階段始終將軍人排除於被保險人之外；本研究在全民健保修法前進行此一先驅性調查，目的除了初探現役軍人對加入全民健保之意見外，也希望藉以提供我們再次思考、關心並正視此一議題的機會，並期望研究結果可作為未來正式調查研究或全民健保修法之參考。本研究採立意取樣，對至北部某國軍醫院參加體檢人員進行問卷調查；並發出2,000份問卷，回收問卷數為1,950份，實際分析之有效問卷數為1,793份，約佔總發出問卷數之90%。結果發現：76.8%的受試者贊成軍人加入全民健保；而即使須繳交保險費和部份負擔，仍有67%以上的受試者表示願意加入全民健保。其贊成軍人納保的理由按所佔比率高低依序為：可提高就醫的方便性、可增加就醫場所的選擇性或自主性、醫療權益可受到更多的保障、符合平等就醫的原則、以及可提升軍人的社會地位等五項。

The purpose of this pilot study was to gain understanding of the active duty military personnel in terms of their expectations and attitudes toward the implementation of the National Health Insurance (NHI), as well as their willing-to-enroll the NHI.Purposive sampling was used to select subjects from those who attended the annual physical examinations in a military hospital during the study period. Totally, 2,000 military personnel participated in our survey. There were 1,950 questionnaires received with a response rate of 97.5%. Excluding incomplete and invalid questionnaires, 1,793 subjects were included in final analyses.The study found that more than two thirds of the active duty military personnel show their willingness to enroll the NHI even considering the likelihood to pay insurance premium and cost sharing. Most important reasons for approval military personnel enrolling NHI are as the following: to increase the accessibility of medical services, to ensure free choices of medical care providers, to secure the medical rights and interests, to promote medical equity, and to be hold in reputation for the active duty military personnel.
