摘要

本文以系統觀念探討台灣地區觀光遊憩系統。此系統概括而言包括人、資源與體制等要素，每一要素彼此密切關連。系統本身亦受社會、經濟、文化與環境系統之密切影響。
本文主要分三部分。第一部分爲描述性，說明系統本身，包括觀光遊憩活動現狀，法令與組織，觀光遊憩地區類型以及主要政府單位之權責。第二部分爲分析性，說明當前系統之缺點與課題，並草擬若干措施以解決當前面臨之觀光遊憩發展課題。最後部分爲展望性，描繪未來觀光遊憩襲展之趨勢。

This paper deals with outdoor recreation in Taiwan Area viewed through Systen approach. The system generally consistes of three sub-systems, Those are: recreationist, recreation resources and Linking mechanism. Each sub-system interrelates closely. The system itself is also influenced by the social, economical, cultural and environment system.
The paper is divided mainly in three parts: First part is descriptive. It describes the system, dealing with status of outdoor recreation programs, legislations and resposibilities, the classification system of outdoor recreation areas, and the role of key responsible agencies. Second part is analytical. It critically discussed important issues of and shortcomings current system, and seeks to draw out some measures which may be useful to solve the problems. The last part is prospective, It describes the future trend and prospect of national outdoor recreation development.
