Valuing Recreational Use on Black-faced Spoonbill's Habitat: A Contingent Valuation Approach

摘要

本研究之目的是應用郵寄問卷及投票式之問題評估黑面琵鷺棲息地之非消耗性使用的經濟效益。在研究過程中，使用現場調查與郵寄問卷調查二種方式。現場調查是搜集取樣架構之名單、參與活動型態、動機。郵寄問卷調查則是涵蓋受訪者之基本變項、旅遊型態、濕地之知識、保育態度、經濟評估等問題。其中，使用雙界二分選擇之條件估價法測量黑面琵鷺棲息地之遊憩使用經濟價值。結果顯示，受訪者爲維持棲息地之現況以繼續於此從事遊憩活動，願意每年支付新台幣1,690元；若將此棲息地擴大10%並改善環境品質，則願意每年支付新台幣1,920元。此結果與其他使用人員訪談方式之研究結果相仿。至於模式中絕大部份的變項之參數的正反方向均如原先預期的，而達到統計顯著水準之變項亦與文獻所論一致或符合邏輯上之說法。

The purpose of this study is to utilize mail questionnaire and referendum format question structure for estimating non-consumptive benefits associated with the existence of Black-faced Spoonbills. Two surveys were employed in this study: (1) an on-site survey using a short questionnaire to provide subject's name, mailing address, a phone number, and a set of motivation scale; (2) an off-site mail survey to provide specific study issues, such as visitor characteristics, trip pattern, and contingent valuation estimates of recreation use on the study area. A double-bounded dichotomous choice contingent valuation is applied to quantify individual's economic value of the habitat for public recreation. The results revealed that the median measures are NT$1,690 for the habitat maintenance program and NT$1,920 for the improvement program. The valuation results from this study are smiliar to those that others have found in magnitude of dollar value using in personal interviews. The overwhelming majority of variables have the sign on the coefficients whose direction was specified a priori, which the variables themselves selected as statistically significant for inclusion in the models appear intuitively reasonal.
