太魯閣國家公園與當地原住民互動之研究：一個轉變中的過程

The Interaction of Taroko National Park and Native People: A Changing Process

摘要

太魯閣國家公園近一年來，在處理原住民相關事務的態度與做法上，有相當大的改變。本研究以文獻法，並針對國家公園、原住民、與學界等三面的主要當事人進行訪談，再經由實際參與式的觀察，歸納出「砂卡礑步道正名」、「舉辦原住民文化系列講座」、「人與自然館的籌設」、「共管研究計劃案之進行」、「把人找回來－在地參與自然資源管理的出版」、「籌備原住民文化諮詢委員會」等六項重要的事蹟。在此六項事蹟的過程中，發現雙方互動的內容與態度均異於以往，大致上態度是屬於正面屬性之積極的、自約的與互相尊重的。而互動的內容亦朝向共同參與，甚至太管處已嘗試釋放策劃工作，而效果頗佳超過預期。在稍具經驗後，目前太管處正朝將原住民相關事務納入經營管理的項目與制度化而邁進。爲促進太管處與原住民雙方的關係更爲良好，與導正國家公園在歷史文化意涵上的經營方向，本研究建議太管處除了延續2001年所從事與原住民相關之事務及其態度外，更建議能建立專人專管的管理制度，專門統籌與協調國家公園內原住民相關之事務。

As other similar national parks in the world, Taroko National Park exists problems with local native people. However, there were many activities and cases conducted by Taroko National Park headquarter in past one year, for example: recovered original aboriginal name to a trail and interpreted it in aboriginal related information; initiated series of aboriginal culture lectures which planed and executed by aborigines; invited aborigines to involve the management of cultural resources; began to study the co-management issue; published a book related to local residents' participation in resource management; and intended to organize an aboriginal culture advisory council as a bridge between national park and local aborigines, and so on. Through references, face to face interview and participating observation, the study has discovered that the interaction of Taroko national park and native people had changed in terms of contents and bilateral attitudes. Such changes should be able to improve original relations. In order to facilitate the future interaction, the study suggested headquarter set up a particular unit or designate a personnel of particular position to charge and negotiate the relevant aborigine affairs within Taroko National Park headquarter.
