This paper reviews the development of Historical Semantics over the last decade, pointing out that the most important feature of Historical Semantics up to now is diversity, and its overall objective to realize the transformation and reconstruction of Historical Semantics.In spite of the endeavor after so many years, however, the modernization of Historical Semantics is yet to be achieved. Therefore, this paper proposes a reflection upon the predicaments faced presently and an incorporation of contemporary Hermeneutics concept to develop a new system of Historical Semantics. This new system includes the characterization of Historical Semantics as a discipline, the systematization of its methodology, the objective classification of terminology, the solidification of research contents and the strengthening of the practice- all required to establish a contemporary Historical Semantics that is scientific and interpretive.
