摘要

台灣地區受地勢陡峭及季節性雨量豐枯不均的影響，除造成水資源蓄積不易，陡峭之地勢亦會挾帶大量泥砂而淤積於水庫。目前實務上對於水庫清淤作業之機具指派，一般以人工經驗方式進行規劃，其過程除效率不佳外，亦常無法有效地使用資源。因此，本研究參考實務作業，利用整數規劃技巧，發展一最佳化模式及一啟發解法，以幫助決策者有效地求解陸面清淤作業之機具指派 問題。為測試模式及求解演算法的實用績效，本研究以國軍某一疏濬工程資料之實際資料為例，進行範例測試。測試的初步結果甚佳，顯示本研究模式及求解演算法應可為實務界之參考。

Due to the steep terrain and unbalanced seasonal rainfall in Taiwan, it is not only difficult to reserve water but also easy to bring massive silt into reservoirs. In practice the assignment of machines and equipment in reservoir dredging operations is manually determined by staff with experience, without optimization from a systemic perspective, which is neither efficient in decision process nor effective in resourse usage, and could even result in inproper decisions. Therefore, in this research, referring to real practices we employ the integer programming technique to develop an optimization model, coupled with a heuristic algorithm, for the authority to efficiently and effectively solve for the assignment of machines and equipmentm in landed dredging operations. To evaluate the model and solution algorithm in practice, we performed a case study using the data collected from an army dredging operation. The preliminary results were good, showing that the model and solution algorithm could be useful reference for practice.
