投標價格與公共工程品質關聯程度之研究－以台灣地區為例

摘要

過往以來，投標價格的高低常被認為與公共工程品質的好壞有相當程度的關聯性。然而，多年來台灣政府為提升公共工程品質與杜絕低價搶標，透過修法與制訂相關政策作為因應。現階段，投標價格是否仍與工程品質間存在關聯性，實有探討的必要。因此，本研究搜集2010年1月至2014年2月期間實際公共工程案例6,055件，運用各種統計學理包括T標準分數、相關分析、多元列聯表關係分析、變異數分析與多重比較檢定等進行實證分析，在90%信心水準下推論，現階段投標價格與公共工程品質間關聯性不明顯。

The quality of public construction work was assumed to be correlated with the bidding price for many years. Therefore, the Taiwanese government has actively amended relevant laws and procurement procedures, to stop malicious low bids, in order to enhance public construction quality. This study examines whether bidding price affects the quality of public construction in Taiwan. This study selected 6,055 public construction projects, which were recorded from January 2010 to February 2014. The data was analyzed through multiple statistical techniques, such as: T-score, correlation analysis, multi-factor contingency table, analysis of variance, and Scheffe's multiple-comparison analysis. The empirical results indicated that under a 90% confidence interval, bidding price did have a correlation to the quality of public construction work, but unobvious.
