摘要

自從1980年代以來，環境規劃者己經逐漸重視垃圾處理的問題，同時也了解到綜合性垃圾處理計畫之重要性。在研擬此等計畫之前，規劃者及決策者應該知道不同環境下的資源回收行為及其影響因子；雖然愈來愈多的研究探討家庭資諒回收行為，然而對辦公室資源回收行為之研究卻相當缺乏。
本文首先探討自然資源與資源回收之間的互動關係，其次，本文提出一個研究架構。此架構探討自然資源、生產消費、整合的垃圾處理計畫、政策及規劃設計所扮演的角色之問的關係，然後以實證研究來檢驗該研究架構的組成份子。實證研究主要在探討影響辦公室資源回收行為的因子，探討的對象是台北都會區32個辦公單位的1788位從業人員。在實證研究部分，首先提出從業人員在辦公室及家庭從事資源回收工作的比率；然後，檢驗個人從事資源回收的經驗、組織內涵、及實質環境內涵對辦公室資源回收行為之影響；環保態度以及個人動機也在文中加以分析。最後，提出鼓勵辦公室資源回收行為之策略，以期實現垃圾處理之綜合規劃。

Since the mid-80s, planners have become increasingly involved in issues related to solid waste and the need to develop comprehensive waste management programs However before drafting such programs planners need to understand those factors that influence these behaviors in different settings. Although there is a growing body of research covering factors that affect household recycling determinants of recycling in the workplace are largely unknown.
In this paper a micro behavior model displaying factors that may contribute to office recycling is presented. Components of the model are then studied using data from questionnaires administered to 1788 office workers in 32 organizations in the Taipei metropolitan area Following that the methodology for the empirical investigation designed to test the model and hypothesis is described.
The paper then presents empirical findings First rates of office recycling and household recycling of individuals are presented. Then the role of prior experience and the organizational and physical context of workplaces in determining office recycling rates are examined. Finally, findings cover relationships between attitudes and motivations and re cycling are analyzed.
