離岸塗裝人員職能分析研究

Research and Analysis on Competency of Offshore Coating Engineer

摘要


人力資源是維持國家競爭力的主要因素,而人才培育的首要步驟就是制訂人才規格。離岸風電產業為當前政府所積極推動的綠能及再生能源產業,本研究考量由於過往專業人員大多僅從事陸域工作,進入離岸作業則衍伸出人才供給不足及在職人員技能不符等問題,故將本研究重點放於發展離岸風電作業職能內涵,藉此補足人才轉型的職能落差並釐清在職人員技能之缺口,期後續得以經由人力規格之建置來優化海洋產業與離岸風電職業訓練內涵,達到落實離岸風電人才在地化之目標。基於「塗裝工程師」為離岸風力發電產業欠缺之專業人才之一,故本研究以發展與訂定離岸塗裝人員之能力規格為主要,過程中採用IPO模式,透過文獻整理、訪談會議法和專家焦點團體法來進行產業需求與職能分析,最終於本研究中發展出「離岸作業塗裝檢查員」職能基準與「離岸作業塗裝維護人員」職能基準,完成離岸風電塗裝從業人員所需具備之能力組合,內容包括主要職責、工作任務、行為指標、工作產出,以及所對應之知識、技能和態度等職能內涵。

Human resource is one of the main factors to keep the country competitive, and first of all, is to formulate the talent specification. Offshore wind power is a crucial national green and renewable energy policy. Most of the professionals work on-shore only. However, when they enter offshore operations, their abilities are insufficient. Based on this background, this research is to develop the competency of offshore operations to optimize the marine industry and offshore wind training. According to the coating, the engineer is one of the talent shortages in the offshore wind industry; this research uses the IPO model and three methods (data analysis, expert interviewing, and SME focus group meetings) to develop two competency standards: Offshore Coating Inspector Competency Standard and Offshore Coating Maintenance Engineer. The outcomes are the abilities of offshore coating practitioners, which include duties, tasks, working activities, outcomes, knowledge, skills, and attitudes.
