情報領袖與派系政治－從國史館新進史料觀察戴笠和CC系勢力的競爭

本文主要依據2010年國防部軍事情報局移轉給國史館的《戴笠史料》（原稱「戴公遺墨」），旨就戴笠與CC系勢力的關係史實，進行學術性的初探。第一部分，根據《戴笠史料》、《蔣介石日記》等新資料，對於三民主義力行社解散前的內部動態及與CC的對應關係，提出新的觀察線索。第二部分，就抗戰期間的郵電檢查、運輸統制、貨運管理等工作，管窺戴笠面對CC、中統的競爭，對於人事與事權的堅持。第三部分，透過蔣介石、戴笠的個人檔案，介紹戴笠舉報CC、中統事涉脫軌行為的若干材料，以及蔣的對應態度。內揭情節，約莫可以顯示地方政治與情報工作圈裡的濃厚宗派意識，這些一手材料也有助於找們進一步認識蔣做為最高仲裁者所扮演的角色。一般而言，抗戰期間國民黨內的政治鬥爭往往是在資源緊縮的情況下變得尖銳、惡化，本文則是願意指出，相較於其他的政治表現場域，戰時國民黨中國的情報事業，無論是就其肩負的正常與非常的使命而言，或是就其活動的部門與腹地而言，反而經常呈現「擴充」的傾向，而非緊縮、有限的。正是因為這種「資源擴充」，我們才看到了國民黨中國特工專業內部更多的政治對立。

There were two main intelligence agencies in the Nationalist Government and the Kuomintang in 1930s' - 1940s' China. One was the Bureau of Investigation and Statistics (Juntong) in Military Commission, the other was the organization which controlled by the CC clique of the Kuomintang Central Executive Committee. As an important leader of Juntong, Dai Li would do his best against the CC clique to make Chiang kai-shek keep an eye on him. The struggle between the Juntong and the CC clique was the kind of factional politics. This paper intends to explore the issue with newly open archives held by Academia Historica and the Diary of Chiang kai-shek held by the Hoover Institute.This paper concerns not only competition between Juntong and the CC clique about postal inspects, transportation controls, and freight managements in the Second Sino-Japanese War, but also Dai's report about the CC clique's undisciplined. In general, the reduction of Government resources was the main reason for struggle between different cliques. According to this paper, the resources of wartime intelligence did not reduce but expand, however the struggle of factional politics also existed.
