Some scholars think that the Chinese Communist Party governs China through the top-down organization of state and party. But given the vast size of China, it is practically impossible for the Party to supply enough state and party cadres to do so, it has to rely heavily on informal mass mobilization and local cadres to complement its formal governance. This article will try to depict institutionally the general development of basic level regime in the suburbs of Beijing since the founding of the PRC. Furthermore, it will also look at how the formal governance and mass mobilization being intertwined with this developmental process under the rule of the Party.
