農地未登記工廠處理方案之生態系統服務影響分析-以彰化縣為例

The Analysis of Illegal Factories Handling Approaches' Effect on Ecosystem Services- A Case Study of Changhua County, Taiwan

摘要


在台灣,工廠違規佔用農地的現象相當普遍。於此,政府也嘗試解決並規劃了一系列的農地未登記工廠處理方案。然而目前政府的處理方案仍偏重於廠商經營面的考量,較少著墨對於多種生態、環境面向的影響。倘若能在處理方案中將生態面向納入考慮,將有助於規劃者在進行相關空間政策擬定時能更臻完善。基此,本文嘗試以目前政府農地未登記工廠的處理方案為基礎,模擬多種農地未登記工廠處理情境,並以InVEST模型進行各情境生態系統服務提供量及空間分布之估算,最後利用空間自相關分析生態系統服務提供的空間區位變化。經實證後發現,在農地未登記工廠處理準則情境,建議以成長管理方案的手法實施,透過以鄰近既有開發地區收容農地未登記工廠,減少零星工廠散布對於多項生態系統服務的影響。本文應用情境模擬及空間自相關檢視不同農地未登記工廠處理方案之成效,探究處理方案對於生態系統服務量及空間區位改變的影響,期供未來農地未登記工廠處理方案之參考。

In Taiwan, the phenomenon of illegal factories on agricultural land is prevailing. As a result, the government attempts to implement a series of handling approaches, trying to solve this problem. However, the current government's handling approaches are merely focusing on the consideration of economic aspect, and putting less attention on ecological and environmental aspects. If the ecological aspect can be taken into consideration in illegal factories handling approaches, it will help planners when formulating spatial planning policies. As a result, this paper attempts to simulate several handling approaches scenarios based on current handling approaches of illegal factories. We apply InVEST to estimate the amount of ecosystem services of each scenarios. Then, we use spatial autocorrelation (LISA) to identify the spatial change of different ecosystem services. After empirical research, it is found that in the case of handling approaches of illegal factories, it is recommended to implement the growth management plan scenario to accommodate illegal factories near the existing development area, which reduces the impact of scattered factories' negative effect on multiple ecosystem services. This article uses scenario simulation and spatial autocorrelation to examine the effect of different illegal factories handling approaches, and it explores the impact of the handling approaches on the amount and location change of multiple ecosystem services. Finally, this article hopes to give suggestions for further illegal factories handling approaches in Taiwan.
