優良的品質是專案的最終目標,專案最終的品質必須符合客戶的需要和期望。本研究提出評估和控制專案品質的方法「品質達成率」,本方法運用品質機能展開(Quality Function Deployment;QFD)的手法,將專案品質目標有系統地展開至較低層次且明確易於瞭解的品質標凖。再列出與專案作業要素之間的相關性,並求出專案作業對品質標凖的相對權重,可使專案管理者瞭解專案作業對專案品質的相對貢獻度。再結合各品質標凖的價值,以建立各時間點的專案品質總貢獻度,籍由專案初期規劃的計劃品質與專案進行中量測的實際品質之間的比較。讓專案管理者能夠在整個專案重合週期控制品質誤差,並及早建立矯正措施。本研究的目的是希望達成下列目標:(1).在專案初期透過客戶與專案經理不斷的溝通,明確瞭解客戶的需求與期望,且共同評估品質目標的相關貢獻度,並訂定雙方可接受協定,避免不必要的爭論。(2).在整個專案的生命週期讓客戶與專案經理能夠一同去控制品質達成狀況,並及早建立矯正措施機制,使專案最終品質能符合客戶的需求與期望,避免不必要的時間浪費和昂貴的重工成本。
Excellent quality is the project's ultimate target. Quality is achieved in such a way that the project's product meets customer's requirements and expectation. This paper proposes quality-achieving rate to control and assess the quality of the end product of a project. The quality function deployment is first applied to break the project down to the lower level of quality standard. The product's overall quality is further decomposed into corresponding attributes and criteria relevant to the project's activities. By comparing planned quality with actual quality of the work performed, QAR enables project manager to detect quality deviations and initiate early corrective actions. The purpose of this research is to achieve the following target: (1) improve communication between the customer and project manager by evaluating the relative contribution of quality target, (2) enable the customer and project manager to assess and monitor the quality of the end product throughout the project life cycle by avoiding time-consuming and costly rework through early corrective actions.
