專案品質監控與評估機制建置研究

摘要


優良的品質是專案的最終目標,專案最終的品質必須符合客戶的需求和期望。本研究提出評估和改善專案品質的方法,本方法運用品質機能展開(Quality Function Deployment;QFD)的手法,將專案品質目標有系統地展開至較低層次且明確易於瞭解的品質標準。再列出與專案作業要素以及專案利害關係人之間的相關性,同時加入專案作業以及專案利害關係人對品質標準的相對權重,可使專案管理者瞭解專案作業以及專案利害關係人對專案品質的相對貢獻度。再結合品質管理的七大手法,讓專案管理者能夠在整個專案生命週期控制品質誤差,並及早建立矯正措施。並達成下列目標: 1.在整個專案的生命週期讓客戶與專案經理能夠一同去控制品質達成狀況,並及早建立矯正措施機制,使專案最終品質能符合客戶的需求與期望,避免不必要的時間浪費和昂貴的成本。 2.發展一套專案品質的評量量表,以供企業高階主管能有效且整體面的評判專案品質的優劣。 3.運用品質管理七大手法有效改善並提升專案整體品質。 本研究以實際的印表機開發專案為例,透過品質機能展開及各項品質標準的價值函數決定,求出專案初期所規劃的計劃品質及專案進行後各專案作業之達成品質。最後比較達成品質與計劃品質的品質差異及專案的品質達成率,可以有效的控管專案的品質。

It is the main and final goal for project to achieve terrific quality; moreover it’s necessary for the final quality of project to meet customers’ need and expectation. According to the project life cycle, this research proposed a method to evaluate and improve the project quality with Quality Function Deployment (QFD) combining the seven main approaches of quality management. This research achieves the goals as following: 1. For purpose of avoiding the unnecessary time waste and unexpected cost, project managers and customers are able to control and supervise the quality on each stage of project life cycle to meet the customers’ need and expectation. 2. Developing a set of appraisal forms provides the managers to judge the project quality effectively and overall. 3. Combing the seven main approaches of quality management can improve and enhance the over all project management.
