Environmental Impacts and Policy Options for Aviation: Taiwan's Responses Within the Global Framework

Aviation emissions of trace gases (NOx,CO, H2O, and SO2) and par tides are believed to cause changes in the atmospheric O3 and climate with likely impact on the global environment. The anticipated large future increases in worldwide air traffic prompt a closer look by the international community of not only the environmental impact, but also the policy response to cope with the issue (IPCC 1999). This study presents the future changes in climate over East Asia in contrast with global change. An examination of the interplay between science and policy addressing international air transport is summarized and provides a reference for consideration of East Asia, in particular Taiwan. Given Taiwan's status in the in ternational community and present domestic administrative structure, this paper suggests a set of policy options and recommendations within the context of a global policy framework.
