In one of Dr. Sun Yat-Sen's mastery works, The Guidelines for Constructing the Republic (建國方略), The listed five important industrial plans to be set up for the people. Those were food, clothing, housing, transportation and printing. For every one of them, there were practical works to be done, namely, production, storage, transportation, distribution and marketing. Politically or economically, his principles are found to be right for the people even after so many years.
In the traditional way, to produce a production, quantity of waste was generated. The author of this paper, as an industrial consultant engineer, would like to point out that production consumes resources; work consumes time. There is a point of starting, and a point of accomplishing. The duration of time is a process. For a process of time, it will encounter inevitably assignable or natural variations. Therefore, the modern techniques of quality management must be introduced. The modern practice of industrial quality management is not only to assure the quality of the manufactured products but also to take care of the preservation of the environment at the same time.
Thousand years ago, what Confucius said, ”Hate to see goods discarded around” (貨惡其棄於地也) actually turned out to be the essence of modern thinking of environment protection.
People on both sides of the the Taiwan Strait have same cultural background. In the progress of pursuing for better life, we should consult with each other more often so as to master the knowledge of modern quality management to be able to achieve better living conditions.
